The Access to Public Services for Non-English Speakers Act would require a city, county or state to take reasonable steps to provide access for many non-speakers of English.

Days ago, the U.S. Department of Education announced a major policy shift, claiming they would now help states and school districts to decrease standardized testing in public schools.
